The Vapor Density comparisons are only legitimate when the gas escaping is at a similar temperature since the encompassing air alone. If your chemical is escaping from a container where it had been pressurized or refrigerated, it might initial escape and behave being a major gas and sink during the air (even if it's a Vapor Density value below one)
